On July 8, 2025, the Executive Yuan approved the “Five Trusted Industry Sectors Promotion Plan”. It will be actively promoted by the National Development Council (NDC), Ministry of Economic Affairs (MOEA), Ministry of Digital Affairs (MODA), National Science and Technology Council (NSTC), and other relevant agencies. The strategic directions for each industry are as follows:

1.    Semiconductor Industry:

Taiwan will continue to strengthen its domestic IC design and R&D capabilities, establish a base for advanced semiconductor R&D and trial production, and assist companies develop advanced manufacturing processes and packaging technologies to secure Taiwan's global industry leadership. In addition, Taiwan will actively develop semiconductor materials and equipment to make it a leading force in the global semiconductor supply chain.

2.    Artificial Intelligence Industry:

High value-added AI applications will be actively promoted. The MODA and the National Development Fund have established a NT$10 billion fund for investing in the AI and digital industries. The government will also work to expand computing capacity by pursuing international cooperation, while also adopting low-energy consumption solutions to enhance Taiwan’s global influence in AI.

3.    Military Industry:

The promotion of nation's indigenous aircraft and shipbuilding programs will continue. To meet future military and commercial drone (UAV) needs, a domestic drone supply chain will be established to build self-reliance production capability in Taiwan’s defense sector.

4.    Security and surveillance industry:

Taiwan will support the development of trusted security and surveillance products and solutions by domestic companies, while also actively developing cybersecurity. Cutting-edge technologies will be applied in core industries such as semiconductors and military to enhance resilience and make Taiwan a globally trusted leader in both security and surveillance.

5.    Next-Generation Communications Industry:

R&D of key 6G technologies and international cooperation will be promoted. Taiwan will develop 6G key technologies and pursue international cooperation, develop B5G communication satellites and ground equipment, align with international cross-disciplinary applications, and accelerate satellite-based vertical applications to increase the resilience of Taiwan’s ubiquitous communication network.
